For over 50 years Newbern Housing Authority has provided quality, safe, affordable housing to the citizens of Dyer and Obion Counties.
Our Mission at Newbern Housing Authority is “To promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination.
Newbern Housing Authority has 3 properties located in the wonderful city of Newbern TN and 1 property located in the quiet country town of Obion TN.
All together there are 145 apartment units that provide housing to both elderly and disabled and family units. The income based rent makes housing available to low income families and the elderly and disabled population of our area.

We take pride in our properties and the staff of Newbern Housing Authority work very hard to make public housing in Newbern and Obion a great place to live. Newbern Housing Authority has a wonderful team of staff from the office staff to the maintenance team.

Tenants receive a newsletter monthly to keep them updated on current happenings and news of Newbern Housing Authority along with community events that are going on.

Engaged
Family and children activities are planned throughout the year to engage families and children and make them feel like part of the Newbern Housing Authority Family.

Income Limits
Eligibility is primarily based on household income relative to the Area Median Income (AMI) for Dyer County. As of 2025, the income limits are:
1-person household: $48,100
2-person household: $55,000
3-person household: $61,850
4-person household: $68,700
5-person household: $74,200
These limits are set by the U.S. Department of Housing and Urban Development (HUD) and are subject to change annually.
Family Composition
Assistance is available to:
- Low-income families
- Elderly individuals
- Persons with disabilities
Applicants must meet HUD’s definition of a “family,” which includes single individuals and groups of people residing together.
Residency
Applicants must reside in or intend to reside within the service area of NHA, which includes Newbern and parts of Dyer County.
Citizenship Status
Applicants must be U.S. citizens or have eligible immigration status as defined by HUD regulations.

The NHA is currently accepting applications for its public housing waiting list, which includes 145 units for families and senior or disabled individuals.

Submit the completed application by hand-delivering it to the NHA office during normal business hours.
